Climate impacts such as a growing frequency of storm events, rainfall events, drought, and changes to air temperature are becoming an inevitable reality in Europe. With climate challenges increasing, it is clear that Ireland is not adequately prepared to address these risks and that mitigation will not be enough. Countries need to move quickly to increase the pace and scale of adaptation measures. The concept of just resilience is an approach that has the potential to enhance adaptation action.

This report, commissioned by NESC, examines the foundations of the concept of just resilience, considers examples of its implementation in different contexts, and provides recommendations for the development and implementation of a just resilience framework in Ireland.
